Community Climate Action Programme (CCAP)

Phase 2 now accepting applications

The Community Climate Action Programme (CCAP) is a programme to support communities to take climate action at a local level. Wexford County Council, in association with the Department of Climate, Energy and the Environment (DCEE), will provide funding to communities for projects that promote community climate action.
 

About the Funding

This funding is part of the Community Climate Action Programme which supports projects and initiatives that facilitate climate action within local communities. The objective of the CCAP is to build Low Carbon, Sustainable Communities which will, in turn, contribute to the national climate and energy targets.

Phase 1 – €669,000 was distributed amongst 16 successful applicants throughout County Wexford.

Phase 2 – Wexford County Council has been allocated a further €669,000 under Phase 2 of the CCAP.
 

Eligible Groups & Criteria:

  • Not-for-Profit Organisations / Clubs

  • Located within the operational area of Wexford County Council

  • Registered with Wexford Public Participation Network (PPN)*

    or

  • Be connected with another collective (such as The Wheel, Tidy Towns or a community group) and have Articles of Association or a Constitution and hold AGMs (with approved Minutes)

*PPN membership is not a requirement of this funding. However, it can be helpful for community organisations to join. The core membership benefit of the PPN is sharing information across members and to members. Information can vary from details of public consultations / training events / funding opportunities to member events. Further details on the PPN are available at https://wexfordppn.ie/

 

  • Submit a completed CCAP Phase 2 Application Form on or before the specified closing date and time, that is Tuesday, 16th December 2025 @ 5pm

  • The project, for which CCAP funding is being applied for, must be in line with the aim / purpose of the funding

  • Only one application per organisation may be submitted for consideration
     

Not Eligible:

  • Private Individuals

  • Commercial Undertakings (including Sole Traders)

  • National Community or Environmental Organisations
     

Five Programme Themes

A project may comprise several of the suggested project types as set out in Themes 1 - 5 below. While these themes provide suggestions for the types of projects which may be funded, applicants are not limited to selecting these project types and are encouraged to explore innovative projects that meet the objective of the programme.

 

Theme 1: Community Energy

• Use Less Energy • Use Renewable Energy • Avoid Heat Loss

Examples:

  • LED Community Lighting
  • Small Renewable Energy Projects (solar / hydro / wind)
  • Retrofitting Community Buildings (windows and doors, insulation, heat pumps)

 

Theme 2: Travel

• Contribute towards Emission Reduction

Examples:

  • Cycle Ways
  • Cycle Parking
  • Community Electric Vehicles (e.g. Electric bikes, eCargo bikes)

 

Theme 3: Food and Waste

• Reduce Food Waste

Examples:

  • Community Composting Facilities
  • Community Allotments
  • Community Fridges

 

Theme 4: Shopping and Recycling

• Increase Recycling Facilities • Reduce, Reuse, Recycle

Examples:

  • Swap Shops
  • Water Filling Stations
  • Community Repair Hubs

 

Theme 5: Local and Environmental Action

• Holistic Approach • Mitigating Measures

Examples:

  • Attenuation Ponds
  • Mini Forests / Pollinator Projects
  • Roof / Community Gardens

     

Project Sizes

The CCAP can fund up to 100% of all eligible costs for the project and there are three project sizes eligible:

Small scale projects

< €20,000

Medium scale projects

€20,001 to €50,000

Large scale projects

€50,001 to €100,000

Projects must deliver a direct positive impact on climate change by reducing greenhouse gas emissions and / or helping communities adapt to the consequences of climate change.

 

Phase 2 Application Window:

The application window for Phase 2 of the CCAP is now open until 5pm on Tuesday, 16th December, 2025


Prospective applicants are encouraged to:

  • Make contact with the Community Climate Action Officer, Sandra Martin at climateaction@wexfordcoco.ie to discuss their project proposal.
