Anti-Fraud & Corruption Policy & Procedure
Wexford County Council’s Anti-Fraud & Corruption Policy & Procedure is made available on the Council’s website, to communicate to the general public and to third party service providers, suppliers and other organisations with which the Council does business, that the Council has a zero-tolerance approach to fraud.
This policy applies to all employees, councillors, committee members, persons appointed by executive order (e.g. consultants and contractors) and other third parties working on behalf of WCC. The roles and responsibilities of all stakeholders in safeguarding public resources are outlined in the policy.
The purpose of this policy and procedure is to explain the Council’s strategy
• for promoting a Culture which discourages, prevents, and detects fraud and corruption
• for creating a working Environment with the lowest risk of fraud and corruption
• to provide Guidance on reporting, investigating and the consequences of fraud and corruption.
This policy defines Fraud as any act of deception used to obtain benefit or gain advantage, whether monetary or otherwise, that causes loss to the Council, the avoidance of an obligation, or results in a benefit or advantage to the person acting or omitting to act, or to a third party.
Corruption is a type of fraud which involves two or more people, where one offers, gives, solicits, or accepts an inducement, reward, advantage or benefit, financial or otherwise, which may influence the action of another.
